915101 - Redesign: the Save/Preview/Discard buttons don't appear when creating a new template/macro page

When creating a new template/macro page, I copy an existing template page URL, change it to the URL I want, then paste it into a new tab. So for example

https://developer.mozilla.org/en-US/docs/Template:my_awesome_new_macro

But when I do this, and the new redesign theme is active, the save/preview/discard buttons don't appear (they don't even get rendered on the page, afaics) so I can't create my new page.

This doesn't happen when I create a normal page in the same manner...just template/macro pages.
