Details

Some of our macros, like {{draft}} and {{SeeCompatTable}} present notification banners at the top of the page that can be offputting. This is important information that needs to be highlighted, but would be better if we could slide it into the sidebar, possibly under the TOC. Let's make it so macros can do that.
I think bug 917202 is a dupe of this one, but more discussion has happened there
