915396 - [B2G][First Time User][Keyboard] Changing the OS language does not change the keyboard layout

When the user sets the keyboard language to a language other than English, the virtual keyboard does not display the chosen language.


Repro Steps:
1) Updated Buri to Build ID: 20130910040201
2) During FTU, at the Language settings choose any language other than English 
3) Complete the FTU process
4) Launch Messages application
5) Select New Message icon

Actual:
The Virtual keyboard displays and letters are displayed in English.


Expected:
Virtual keyboard displays and letters are displayed in the language selected during FTU process.

Hi Arky
I would suggest not taking Geeksphones for this kind of testing as they do not produce the same builds as our internal ones. So some issues are actually already resolved on our builds, and have not been integrated into Geeksphones builds.
Please file separate bugs for Geeksphones, identifying the particular device you are using.

On latest master (and v1.2 accordingly) the keyboard has changed to a large extent to enable 3rd party keyboard support, thus breaking the enabling of language-associated keyboard logic (build time/FTE/Language Settings) which is currently tracked in bug 913783 (part of the bigger push of bug 863719). v1-train is not affected as this feature was present in the old keyboard.
