That may have happened a while ago because we don't support it yet (so no automated testing) and I have been working almost exclusively on B2G for some time, so most likely nobody has tried to enable OMTC on Linux for a few weeks.
I haven't investigated yet and I won't have time to do it for little while but it looks like the OMTC initialization fails somewhere within nsBaseWidget::CreateCompositor and we fallback to non-OMTC layers.

Really? Works for me. (My pull is a week-ish old). You have to use the about:config pref instead of the env var though.
