While working on bug 902131, I've noticed that this isn't documented yet and no bug report is pending. It is mentioned in mailnews_offline.xhtml and mailnews_organizing.xhtml in some contexts, also introduced to mailnews_preferences.xhtml with that patch.

This dialog is important given that various preferences and account settings can be overridden on a per-folder basis in this way.
