I really don't understand this bug entirely myself, but I don't see how it ties on the OS side. It sounds like something to do with the Facebook app itself.

I believe that the Facebook app would be running the background for this to work and with a stable connection to internet. With Wi-Fi sleep mode on devices currently this isn't possible. With the app constantly running, the user wants to be notified by either a ringtone, buzz, etc when a new friend request, message or notification is received.

As apps can't reliably run in the background the cost of this new feature is high: FB needs to add Push Notifications; costly FxOS-only feature addition.
As a temporary solution that could actually bring up notifications when running in the background; but that is not reliable (the background process could be killed any time) and might be perceived as buggy as the current state without notifications.

It seems that this feature is not implemented so I believe it's not a bug. Well, at least I don't receive any notifications from FB on my devices
@Michael, could you please take a look at it?

Hi Benjamin,
Thank you for your concern. At this time, yes. We will need to close this bug. Colby (seen in Comment 7) is no longer with FB and we have heard from the FB team that they are unable to support new feature requests presently. We are happy to reopen this bug once we hear otherwise from our friends at FB (as this req is high on our radar as well).
