Details

For the DOM screen object we need a way to determine the presence, location and
size of screen chrome( menu bars, taskbars, and so on) given a webshell. The
monitor that should be used ( in multimonitor situations ) is the one whose
rendering context is associated with the webshell.
	The 2 ways this can work are that the API's return the the rect of visibile
areas or the API can return a list of chrome which I can then do region math on
to calculate the available screen area.
