from irc discussion in windev from the double tap to zoom so non touch screens can use double tap. Currently hooked up to fullZoom which is a separate system from apzc.

Metro is no longer a thing, so I'm closing this bug. For windows desktop we might want to consider this, probably as part of bug 789906.
