allow windows bitmaps to be viewed

I know its really bad practice to put microsoft bitmaps on a web page, but
sometimes people do and it would be helpful if Mozilla could make an attempt to
view them.
added the keyword "compat"
using bitmaps is wrong but "other browsers" allow for it.
