This bug covers the parallax scrolling of the careers map section.

This is detailed in Careers_Annotation_Desktop.pdf pages 16-24.

Change from spec: map does not fix when locations section gets to top of page. Instead if fixes when the map itself reaches the top of the page. This makes it less finicky to view the map points as you can scroll the section further into view before the map points move in relation to the map.
