91978 - Manage CRL Button needs to be lockable

eClient requires all preferences listed in pref panel to be lockable.  Under
Edit -> Preferences -> Validation and under the CRL payne, the button "Manage
CRLs..." needs to be lockable.  eddyk has a description of locking in this
newsgroup posting:

eddy, can you post the prefstring for this button when you get a chance.

Incorrect path to preference...it should be "Edit -> Preferences -> Privacy and
Security -> Validation".

Note that the individual elements in the edit cipher dialog (for ssl2 and ssl3)
are lockable.
