STR:
1. Open Settings, Wifi.
2. Select Manage networks, then click on Join a network.
3. Click the SSID entry field.
Expected: Keyboard should be explorable via the screen reader.
Actual: It is not, the OK button and other stuff is still in the foreground and the keyboard can only be found by swiping to the left and right, and while doing so, it rebooted the device twice for me.

I think what you are seeing is the first-time keyboard usage message. If you click OK, you should get an explorable keyboard. In either case, that dialog needs to be made accessible.

Confirmed, after blindly hitting that OK button, the keyboard comes up. Changing bug summary to what this bug should be about, then, making this dialog accessible.

After the keyboard FTU was removed, this stopped being an issue.
