921021 - Update reftest manifests for pandaboards

Since Bug 900542 was fixed, some new failures have cropped up in the panda reftests. For the most part these seem due to a bug with blending, but there are a few cases where existing fuzzy tests need to be made fuzzier.

Attachment: Patch to update reftest manifests.

I changed some of the commented out tests to apply to all Android devices instead of just Tegras on the assumption that they would also be affected if re-enabled.

Also --bootstrap seems to have made these run substantially faster after all.
