site rejection due to user agent string (??)

Details
Several websites that work fine with IE 5, reject Mozilla, apparently due to the
reported user agent string. Allowing users to change the reported string might
allow Mozilla to successful load these sites/pages.
A pref already exists:
user_pref("general.useragent.override", "false-UA-string");

the ability is there already - must be done manually in preferences.js or
prefs.js. The GUI is not made yet. Since you compare to Opera: Marking dup of
bug 46029
