Excepted: 1. The sim can not be used because left retry time has been 0. Actual: 1. Can enter puk code with no limit times. I think this may because of the sim state limit. And just designed like this. Is this a feature or bug? Can you check this? Thanks!

Not a blocker for TEF. As a general rule, non-critical bugs for 1.1HD that can be also reproduced in 1.1 are not blockers for us. This can be solved by the partner on their own branch.
