Steps to reproduce:

Repro step
1. install a sim with no puk left retry time(in puk state) and power on.

Excepted:
1. The sim can not be used because left retry time has been 0.

Actual:
1. Can enter puk code with no limit times.

 I think this may because of the sim state limit. And just designed like this.
Is this a feature or bug? Can you check this?

The current ril (<= v1.2) does not handle perm_blocked status yet.

Not a blocker for TEF. As a general rule, non-critical bugs for 1.1HD that can
be also reproduced in 1.1 are not blockers for us. This can be solved by the
partner on their own branch.
