Move our cron job for the stage database refreshes into crontabber. I believe this means running crontabber on stage so that it has the right network flows and access to the local filesystem. The benefit is: automatic retries! Must also migrate our bash script into Python.
Adding :solarce, because this change will require some enabling on the ops side.
