92280 - large images get lines through them while scrolling quickly

If I have a page with large images through them and I scroll quickly, the images
can pick up lines in them.  They persist through minimize/maximize.  Scrolling
slowly cleans up the images.

It looks like the lines may be where the lower boundry of the viewing window was
during screen updates as I scrolled?

Not sure in ImageLib is the right component...

Will attach a screen grab to illustrate.
