If you do not have automatic downloads for the updater turned on, you have to manually touch the update notification to start the update. You have to then do it once more when the update has finished downloading. I think if you have already explicitly asked to download the update, it should just apply it immediately. Of course, if it was an automatic download the current behavior is correct.
