Steps to reproduce:
Closed all open windows in OS X but left FF open
Hit Command + Shift + N
Actual results:
Nothing
Expected results:
I would think it should have opened the last window open. It works as expected if I open a new window (Command + N) and then hit Command + Shift + N but I feel like I shouldn't have to perform this extra step to get the most recently closed window and I'd imagine some users might not know to do that.

The proper key combination for open recently closed tabs is Command (or Ctrl) + Shift + T and it works.
Command (Ctrl) + Shift + N indeed is not working in Firefox. Using chrome, this command opens Private Browsing.
I suggest we close this issue as Invalid and file a new issue/enhancement request for the "Command (ctrl) + Shift + N" key combination and leave the bug number here in a comment.

This bug is about recently closed windows, not tabs.

It is working, at least as long as you have a browser window open.
