I've seen a comment (maybe there's more) by this user where he posted 'Thanks' and cleared the needinfo flag for another user without providing anything useful: https://bugzilla.mozilla.org/show_bug.cgi?id=844819#c17 Perhaps users without editbug should only be able to clear their own needinfo flag?
