Other files in http://mxr.mozilla.org/mozilla-central/source/netwerk/dns/ appear to work, is just effective_tld_names.dat that causes "the connection was reset". (&raw=1 isn't required to see the failure).
Summary: Cannot access mxr site in browser → "Connection was reset" errors when accessing http://mxr.mozilla.org/mozilla-central/source/netwerk/dns/effective_tld_names.dat
