STR:
1) search bing.com for something that will bring up local search data
2) once you have a results page that contains a small map, attempt to pan the page
result: page will scroll until the map hits the top of the page, then it will stop.

Cannot repro on my Surface Pro. I searched for "bookstores in hamilton" for which the top result is a "Bing Local" result with a map and a list of bookstores next to it. I was able to pan the page just fine. FWIW the map doesn't appear to be on a separate layer from the rest of the content so I would not expect it to have any special behaviour, APZC-wise.

Ah, ok. That doesn't look like the results page I was getting. After changing my Bing preferences to get search results tailored for the US I can reproduce by searching for "pizza" like you did in the video.
I can also reproduce the exact same behaviour in non-metro Nightly, so it's not APZC related. From inspecting the page in firebug it looks like it's just a regular position:fixed div, so this is expected behaviour.
