Details

This meta bug is to track *platform* issues preventing us from scrolling at 60 (VSync) FPS. The target goal is to scroll the Settings app perfectly at vsync. Note that this excludes app specific problems.

(sub)APZC will get us to scroll at vsync but I'd like for the platform to be able to scroll at vsync with synchronous transaction.
