Details
We backed out bug bug 752014 ages ago, but we never had functionality that registered in-progress or existing downloads handled by Gecko into the system download application. We should add this back to be more in-line with supporting and leveraging use of the platform and making this easier for users who expect to see downloads in their 'Downloads' application.

I think you should really consider to reopen this bug. Just registering downloads that are already finished is quite different from bug 816318. Bug 816318 has a much bigger scope, and I guess it is not going to be fixed any time soon. A browser is one of the most obvious apps whose downloaded files I really expect to see in the Android download app.
