Details

Bugzilla does not use the <label> tag for form labels in HTML. Use of this tag
considerably helps partially sighted users to use web forms. See section 17.9 of
the HTML 4.01 W3C Recommendation
(http://www.w3.org/TR/html4/interact/forms.html#edef-LABEL).

You will find that when you fix this bug, bugzilla will look unpleasant through
mozilla because of bug 47149.
