Right now the virtual keyboard pops up when focus gets to a text input element with spatial navigation, and pressing the action key with the input element focused submits the form. The behavior that we would like is for the keyboard not to pop up when the input element is focused, and pressing the action key brings up and dismisses the keyboard.
