Steps to reproduce:

Visit http://english.thekotel.org/VisitorInfo.asp?id=1
Click on The Tunnels tab
Hover over the icon of a person in front of an envelope - see Individuals displayed
(Icons are right below line that starts "For Reservations in French ..."
Click


Actual results:

Nothing


Expected results:

A larger overlay with information on ordering places should appear.  This works correctly in Chrome and IETab.  It fails on current release and beta.  It fails in safe mode.

It doesn't work with the old Firefox 8, probably TE bug.

Gecko does not support global event object.
So, this is the site bug.

Yes it also fails for windows XP x86 in FF 27.0a1.

I confirm this behavior. It fails too under FF 24 nor 27.a1 x86_64 under Linux (openSUSE 12.2). It worked under Chromium and Konqueror.
