I am also having difficulty reproducing this - although part of the issue is that I can't seem to drag anything. I can only get a link highlighted by tapping it, long tapping it (brings up context menu), but if I tap near it, I don't get any scroll handles or anything. So perhaps another bug is not allowing me to actually reproduce this one? (I'm on 29 nightly, yesterday's build currently (12-19) and currently upgrading to today's.

STR: 1) open wikipedia, search for mozilla. 2) on the mozilla page, touch down on top of any link in the top paragraph and drag upward to scroll the page a small bit. 3) remove your finger from the screen. result: the link should highlight in orange, and remain highlighted after you finish the scroll and remove your finger from the screen.

I can reproduce the issue using Jim's STR from comment #2. Once you stop scrolling via touch, the URL will stay highlighted orange. If you tap anywhere on the screen again, the URL will return to its original color.
