Using build 2001073003 on Win2K

Steps to Reproduce:
1- Using Mozilla, browse to a local directory that contains html files
2- Drag the html file to the Personal Toolbar

Expected Results:
Bookmark to local file is created.

Actual Results:
No bookmark is created and the following JS error appears:
