We should convert ForgetAboutSite tests to use the JavaScript API for
downloads (like in attachment 790225 [details] [diff] [review]), when nsIDownloadManager is disabled.

This is the tests, updated from attachment https://bugzilla.mozilla.org/attachment.cgi?id=788252 from bug 899125.
The test doesn't work yet, although it seems to work if I return from the task in promiseRemoveDataFromDomain, although I don't think that's correct.
