Description:
The warning message "Unlock your SIM to enable Usage" is truncated on the notifications screen. This message appears when the SIM is locked.

Repro Steps:
1)  Updated Buri to Build ID: 20131021004006
2)  Set the phone's language to Nederlands.
3)  Tap on the "Settings" icon and then tap on "Sim security".
4)  Tap on "SIM PIN" to enable SIM security.
5)  Input the incorrect SIM PIN in 3 times so that the SIM is locked.
6)  Pull down the notifications bar and look at the warning message under the "Locked SIM card" message.

Actual:
The "Unlock your SIM to enable Usage" warning message is truncated.

Expected:
The warning message is not truncated.
