dbaron tells me that the reason that frames rely on their parent to set their position and size is because, prior to bug 539356 (DLBI), invalidation depended on maintaining the old position and size long enough to be able to compare it to the new position and size in order to know whether to invalidate or not.

As far as I know bug 929484 is the only display list work that still needs to be completed before we can make a start on this bug.
