Description:
When Bluetooth paring is failed, the underlined error header is in English in every 1.2 target languages:"The page at app://settings.gaiamobile.org.says:

Repro Steps:
1) Updated Buri to BuildID: 20131022004000
2) Change a language to in "Settings"
3) Choose available device to pair with
4) When the pairing invitation is received, tap the cancel on the another device

 
Actual Result:
The failed pairing page is pops up with the not localized hard coded header 

Expected result:
All error message is localized to the target language
