User recieves "Service currently unavailable" error message when sending SMS to an invalid address.

Repro Steps:
1) Updated Buri v. 1.2 COM RIL BuildID: 20131024004000
2) Open SMS App
3) Create a New Message
4) In the "To" field - Input a large amount of alphabetical characters and observe

Actual:
User recieves "Service currently unavailable" error message

Expected:
User recieves the correct Invalid Address Error
