93160 - The Japanese path name shows garbage in about plug-ins page

Build: 07-27 Branch build / WinME-Ja

If you install a build under a Japanese directory, after finished installation,
launch the browser, then go 
Help | About Plug-ins type "about:plugins" in URL location bar, 
you wil find the most path names in this page are garbled.

I haven't try it on Mac or Linux yet.

Even I changed to Japanese charset, still couldn't see those path name correctly.

Also on Japanese localized build, the last column of most tables in that page
seems to be wider better, otherwise, the Japanese one word will break to
vertically. - see the attach image later.

do we still have this problme. I rememer nhotta fix this for Japanese Mac and it 
is a xp fix. So... maybe this problem is already fixed. over to nhotta to put 
the right dup bug number

I only fixed for the charset conversion problem. The second screen shot problem
may be filed separately.

Not reproducible on 11-16 trunk build, mark it as verified.
