Description:
When user enter wrong input for SIM PIN2 three times and block their SIM, the screen to enter PUK2 will appear with the text truncated in header

Repro Steps:
1) Updated Buri to Build ID: 20131025004000
2) Select Russian as default language
3) Open Settings
4) Open Call Settings
5) Tap FDN to enable
6) Enter wrong SIM PIN for three times to block SIM
7) Observe the screen

Actual:
 Enter PUK2 header is truncated

Expected:
 There is no truncation in header
