User Agent: Mozilla/5.0 (Windows NT 6.1; WOW64; rv:24.0) Gecko/20100101 Firefox/24.0 (Beta/Release)
Build ID: 20130910160258

Steps to reproduce:

I tried to change
<html>
<head>
to
<html lang="en">
<head>
and then saved.
in order to satisfy Bing's desire for a language being stated.

Actual results:

Nothing

Expected results:

It should have changed from
<html>
<head>
to
<html lang="en">
<head>
Many of my pages have <html lang="en">
<head>

and when I edit them, it remains unchanged as required, but if I enter the same code via the keyboard, it changes. This has been consistent for over a year over a variety of versions.

You don't even need to save it.
View in HTML Source. Edit it to have 'lang="en"'. Change the View mode
to something else, and then go back to HTML Source, the 'lang="en"' is gone
I feel it's not even saved in the attribute list. (though I'm not
familiar with Composer code, so I could be wrong).
