Nexus 4, build on 10.28.13. STR: 1. open camera 2. lower sound to muted 3. take picture (shutter sound is heard loudly) 4. go to homescreen 5. lower sound to muted 6. open camera 7. take picture (shutter sound is not heard)
The rule of which volume channel controlled by volume key is 1. In homescreen and lockscreen, Ringer/Notification channels are adjusted. 2. In others, Normal/Content channels are adjusted. 3. Apps can explicitly assign control channel by web api of AudioChannelManager.volumeControlChannel. In this case, shutter sound is on notification channel so camera app need to use AudioChannelManager API to assign the volume control channel explicitly.
I defer to UX here. I'd really like it if we could reduce the number of different volumes that we have. 4 different volumes is just making things too complicated.
+1 to this, it's really unintuitive. if I turn down the volume in the Camera app I expect the shutter to be silenced.

Just tested and verified that this issue still exists on v1.4, but seems to be resolved on v2.0 and master (v2.1).

For 1.4, we are cutting down bugs to only critical issues with dolphin since it is fixed in 2.0/2.1 we are good
