Details
User Agent: Mozilla/5.0 (Windows NT 6.2; WOW64; rv:24.0) Gecko/20100101 Firefox/24.0 (Beta/Release)
Build ID: 20130910160258
Steps to reproduce:
In option 'When Firefox starts' I choose 'Show my tabs from last time'.
But, if I check 'Browsing & Download history' in Privacy - Use custom settings for history' - checked: 'Clear history when Firefox closes' - Settings:.... then Firefox won't remember the tabs from the last time. It worked fine in previous version (I am not sure which one exactly I had before this version 24.0).
Actual results:
Firefox won't remember the tabs from the last time, even it is chosen 'Show my tabs from last time'.
Expected results:
My tabs from previous session should show up.
Summary: Firefox won't save my tabs → Firefox won't show my tabs from last time

Back in Fx 22 I see the same behavior as we have right now. I don't actually know what the expected behavior is as these options are a little contradictory. Should we just keep all tabs with their current history entry and throw everything else away?

If you update to v25, do you exactly see the same behaviour?

I would expect clearing history to also clear the memory of what tabs were open, for privacy.

It's just that it's a little inconsistent with what we do when the browser is running and you clear history. Should the behavior be different when shutting down? I'm not even sure I have an opinion about this.
