This is to capture what needs to happen in order to enable Shumway on Firefox for Android for users who don't currently have Flash to fall back to.

Although, there are plenty of pre-Kit Kat devices (i.e. Nexus 4) which ship without Flash pre-installed, the fact that Flash is specifically broken on Kit Kat, there is impetus to get Shumway bundled for mobile asap: - Nightly only - Needs an easy "kill switch" - There is related UI work required which would cover enabling Shumway, and an opt-in for reporting but that will be covered in a separate bug. Assigning to Yury to look into this (thank you, Yury).
