From bug 932296, comment 12:
"
Please file a bug about this.

Clearly DetermineElementToMoveFocus needs to take the pref into account
for example. The OSX system pref should only be used when accessibility.tabfocus
is unset according to the documentation:
https://developer.mozilla.org/en-US/docs/Mozilla/Preferences/Preference_reference/accessibility.tabfocus
"

Testcase is for for Mac OSX only, Full Keyboard access needs to be checked for Textboxes and lists only.
Steps to reproduce:
- Install SpecialPowers extension: http://people.mozilla.org/~mwargers/extensions/specialpowers/specialpowers_working.xpi
- Go to http://people.mozilla.org/~mwargers/tests/dom/focus/accessibility.tabfocus.htm
- Press the tab key multiple times

Expected result:
- The green box should not receive focus outline

Actual result:
- The green box receives focus outline while tabbing.
