Nick suggested that this would be useful when we're doing things like bug 927975 for more than one locale. Right now we'd have to have a single rule for each locale to make it possible. If we supported multiple locales in one rule (like how we started supporting multiple OS versions in bug 748689) this would be much more compact.

For OS versions we do this by splitting on commas - we should probably do the same here.
