Clicking the downloads button seems to do nothing.

Tim: can you still repro this bug? The download toolbar button works for me with Nightly 29 on OS X.

Tim: did you test the Download panel on Windows? I only tested OS X, so RESOLVED WFM may have been premature. <:) For example, e10s clipboard bug 936089 WFM on OS X, but not for you on Windows.

Yes, I tested on Windows. I wasn't able to do very extensive testing because Nightly crashes extremely frequently due to bug 947213, but I saw that the downloads panel does appear and does list my recent downloads.
