Steps to reproduce:

1. Go to laosabbathschool.com
2. Scroll down some.
3. Notice long texts not broken. Double click on line. Lines, not words, selected.


Actual results:

Long texts not broken and words not selected. (Very similar to old Thai issues)

Example:
ພຣະທັມເຮັບເລີຄາດຄະເນລ່ວງໜ້າວ່າຄົນຈະຮູ້ແລະເຂົ້າໃຈເຖິງວຽກງານຂອງປະໂລຫິດໃນສະໄໝຂອງຊົນຊາດອິດສະລາເອນເພື່ອວ່າຜູ້ທີ່ຮັບຈົດໝາຍທີ່ຖືກບັນທຶກໄວ້ໃນພຣະທັມນີ້ຈະສາມາດເຂົ້າໃຈວ່າພຣະເຢຊູຊົງເຮັດສິ່ງໃດສຳລັບພວກເຂົາໃນສະຫວັນ


Expected results:

Words should be detected, and lines broken at the word boundaries. ICU 52.1 can do this now.

A dictionary for this support is at: http://code.google.com/p/lao-dictionary/
The Thai support could be modified to include Lao relatively easily now, via ICU or via the new word-list/dictionary.

We've integrated ICU4X segmenter in bug 1719535, which supports word boundaries for Chinese, Japanese, and SE Asian languages (including Lao & Thai).
