I reported this in a Newsgroup and was told to submit it as a bug. Since multiple votes for bugs are no longer allowed via Bugzilla on Mozilla's Web site, the instructions on how to make multiple votes should be removed.
Although some products no longer accept multiple votes, other products still do (f.e. "Webtools"), so the instructions still apply. Nevertheless they could be clearer, so I am changing the summary to "showvotes.cgi should explain UI for single vs. multiple votes", moving to the "Bugzilla" component of the "Webtools" product, and downgrading the severity to "minor".
