STR
Followd these steps, although it could be another way.
1. Turn on the device with a sim card with pin code enabled.
2. Open Usage app, browse and set a limit, pass it
3. Turn off the device and turn it on with another sim card without pin enabled
4. Open Usage app, browse and set a limit.
5. Turn off the device and turn it on with the first SIM card with pin enabled
6. Pull down the the utility tray

EXPECTED
The data is recovered correctly and shown in the utility tray. Usage app can be open from there

ACTUAL
It apperas 'Locked SIM card Unlock your SIM to enable Usage'. See picture attached
But the sim is not locked, the app can be open from the grid.

I attempted to reproduce this issue with the given STR using the 6/21, 10/03, 10/15, 10/25, and 11/06 1.2 builds with MOZ RIL, all having the same outcome. The "locked sim" message mentioned in comment 0 and shown in the attached image does appear, but only for about one second. After that the usage status bar appears with the correct limit I set for it.

Hi Jason,

Cannot reproduce this on latest leo build. It happens what said on comment 1, that message appears for less than one second, and then the data is shown.

With buri 1.2,what I see is that the message does not dissapear.

I don't entirely follow these statements - were you able to reproduce the original bug in comment 0 or not? And what's the oldest build you were able to reproduce the bug on?

Hey Jason,

Apologies for not being clear. I attempted to repro the issue using the builds I mentioned in comment 1 and I went as far back as the first 1.2 build (6/21/13). I could NOT repro this issue on any build. I saw the "locked sim" message for about one second and then it changed to the usage tracking progress bar, with the correct data limit set, every time for me.
