93536 - plaintext reply: delete quoted text, type, caret switches lines

If you reply to a message in plaintext, delete some of the quoted text, and
start typing below that, the caret sometimes moves up a line. I have
2001072703-trunk-win32 right now, but I think this was introduced with the fix
for bug 69638. If it is important, my editor is set to reply above the quoted text.

steps:
- reply to a message with at least a few lines of text
- select the last 2 or 3 or whatever lines of quoted text
- hit Enter. the selected text goes away, and the caret is one line below the
remaining quoted text.
- hit the down arrow key. (Why can you move down? You just deleted the text
through the end.)
- start typing. The text goes onto the line above. This is especially cool if
you had text on the line above before hitting the down arrow.

This will be fixed by the combination of the patches in 92331 and 97259.

i believe this is fixed.  If not then it will be when we turn on pref (see 92331)
