merge duplicate ParseContentType functions: http://lxr.mozilla.org/seamonkey/source/netwerk/protocol/http/src/nsHttpResponseHead.cpp#494 http://lxr.mozilla.org/seamonkey/source/netwerk/streamconv/converters/nsMultiMixedConv.cpp#913 it makes no sense to have to maintain duplicate functions that exist in the same library.

this was mostly resolved by my patch for bug 128508. marking FIXED. NOTE: we still have a separate ParseContentType implementation in HTTP land, but that's because the implementation truly differs.
