With JWPlayer being a real thing I vote for removing the concept of fallback media. It's not a piece of UI that's used much and is now not really needed.

Patch looks sane. Working with new and old code, falling back to jwplayer.

Something to consider, html5 with fallbacks has superior performance than flash.

I understand that a very small group care or know enough to consider fallbacks an option. If someone wants better performance without fallbacks, without jwplayer, and working in firefox, they should consider not using mp4 (webm instead?)? That's all that comes to mind.
