Description:
The Data Usage progress bar and an empty button appear at the bottom of the Notification area after the user removes the battery without properly shutting down the phone. When the user powers on the phone, the buttons will be present and will be unusable. They will remain in the notification area until the user either resets the device or inserts a different SIM card; simply rebooting the phone has no affect on this issue.

Prerequisites:
Have a test phone with an active SIM card installed.

Repro Steps:
1) Update Buri to v1.2 Mozilla RIL BuildID: 20131107004003
2) Launch the Usage app
3) Setup usage tracking (with or without a set data limit)
4) Remove the battery without powering off the phone
5) Reinsert the battery
6) Power on the phone
7) Swipe down to open the Notification area

Actual:
The Data Usage progress bar and an empty button permanently appear at the bottom of the Notification area.

Expected:
The Data Usage tracking UI is present. Either the progress bar if a limit is set, or a tracking bar with current data used if no limit is set.

This issue does NOT reproduce on the 11/7/13 1.1 MOZ RILL build.

This bug started appearing on the 10/16 1.2 build. The buttons will display for about one second, but then the UI will change to the correct Data Usage UI on builds before 10/16.
